The same picture can be found on a travel document that Hans Åke Forsman posted on old pictures from Houtskär: "My grandfather Mathias Grandell was apparently going from Houtskär to Turku on a banking matter in 1941. He had to take the motorboat to Korpo police station and apply for a travel document. The travel permit was granted according to reports given by the staff of the Åboland district. The travel permit was valid from November 25 to December 25, 1941."
