Valmet tractor with trailer. If you look, it turns out that the cart has both wheels and runners, such was called "rackar-kärra". Lennart Andersson drives the tractor.

The picture is included in A book about Houtskär part II p.232. The caption says that Gunnar Andersson is driving the tractor but it is his brother Lennart Andersson. The picture is on reg.n:o 8629.
